'Free' Credit Score Sites Duped Hundreds of Thousands

Hundreds of thousands of consumers were taken in, the FTC said, and three companies involved have agreed to refund $22 million under a settlement with the federal government and the attorneys general of Illinois and Ohio. The FTC announcement did not give details about the refund process. At least 50 sites promoted credit monitoring programs called MyCreditHealth and ScoreSense with the pitch of getting a free credit report and credit score. Among the sites that pitched the offer were FreeScore360.com, FreeScoreOnline.com and ScoreSense.com, the FTC said. The offers were heavily promoted in search engine ads with such claims as: "View your latest Credit Scores from All 3 Bureaus in 60 seconds for $0!" Slammed With Charges What consumers weren't told, the FTC said, was that those who signed up to get their credit scores would then be signed up for a credit monitoring service that would charge them every month -- and those fees proved difficult to cancel. The FTC said at least 210,000 consumers contacted credit card companies, law enforcement, the Better Business Bureau and banks to lodge complaints about how they were duped into the recurring charges. The companies were charged with violating federal consumer protection laws, the Restore Online Shoppers' Confidence Act -- a law that requires clear disclosure of the terms of an agreement when a consumer provides billing information -- as well as the Illinois Consumer Fraud Act and Ohio Consumer Sales Practices Act. The charges were filed against One Technologies LP, also doing business as ScoreSense, One Technologies Inc., and MyCreditHealth; One Technologies Management LLC; and One Technologies Capital LLP. What You Should Do One way to avoid succumbing to such scams is to be aware that anytime you provide payment information, you run the risk of getting charged. Free trial offers that require consumers to include credit card or bank account information most often come with a catch. The catch is that most of the time "free" isn't free.     The price of renting a car -- often the American traveler's transportation of choice -- has risen substantially in recent times. Ponying Up in Portland An August survey by CheapCarRental.net found that the average daily rate for the cheapest available rental car in many cities was much higher on a year-over-year basis. For example, the most expensive city was Portland, Oregon, with a $111 rate, while in the car manufacturing capital of the country, Detroit, it stood at $90, and in Denver it was $88. Rewinding one year, CheapCarRental's survey had a rate of $86 for Portland, $55 for Detroit and $65 for Denver. The blame can be laid at the feet of the major rental companies. Avis Budget Group (CAR), for example, in its most recently reported quarter, lifted its U.S. rates by around 4 percent, excluding its budget brand Payless and short-term rental subsidiary Zipcar. But it still managed to lose $2 billion on its business. (Boo!) So what's the real story with the United States Postal Service? Is business booming, or is the Post Office going bust? That's the mystery we'll try to unravel for you. The Good News ... With revenues up 2 percent, the Post Office closed the gap between the money it brings in and its cost of doing business. If you don't count the Post Office's obligation to contribute $5.7 billion annually to the Workers' Compensation and Postal Service Retiree Health Benefit Fund, costs in the third fiscal quarter grew only 1 percent year over year. Thanks to the Postal Regulatory Commission approving an "exigent price increase" on postal services, USPS has been able to boost its revenues somewhat. Also helping the Post Office eke out a living were: A slowing in the rate of overall mail volume declines (down just 0.3 percent year over year), including... only a modest decline in the volume of First-class mail (1.4 percent) delivered... and an increase in standard mail (0.9 percent) and package deliveries (up a very strong 7.7 percent). ... The Bad ... The problem, of course, is that the 7.7 percent increase in package deliveries comes with some serious implications for Post Office profitability. As The New York Times recently observed, "a large portion of the increased revenue in package delivery comes from contracts with FedEx and United Parcel Service." And unfortunately for the Post Office's fiscal health, delivering packages on behalf of FedEx (FDX) and UPS (UPS) may not be the best way for it to make money.     Phillips 66 Partners (NYSE: PSXP) launched on July 23 as one of the most anticipated IPOs this year. PSXP owns some of the midstream logistics assets of its sponsor, Phillips 66 (NYSE: PSX). PSXP has yet to announce its first distribution, but according to the IPO prospectus the minimum yield will be $0.85 per unit on an annualized basis. At the current unit price, this equates to a minimum annual yield of 2.8 percent, which is mainly a function of the huge run-up in unit price between the IPO pricing and today’s unit price. If the distribution does come in near the minimum, the unit price will almost certainly correct downward following the announcement.

    Marlin Midstream Partners (Nasdaq: FISH) launched on July 26. The partnership provides natural gas gathering, transportation, treating and processing services, NGL transportation services and crude oil transloading services. Marlin’s assets include three natural gas processing facilities in Texas, two natural gas gathering systems, two NGL transportation pipelines, and two crude oil transloading facilities. Marlin expects most of the gross margin to be generated under fee-based, minimum volume commercial agreements.

    Marlin targets a coverage ratio of 1.10x to support distributions. Marlin’s partnership agreement provides for a minimum quarterly distribution of $0.35 per unit for each whole quarter, or $1.40 per unit on an annualized basis. The prorated distribution for the two months of the recently concluded quarter since tje IPO should be announced soon. The minimum annual yield based on the current unit price is projected at 7.7 percent. The unit price has declined 6 percent since the IPO.

Chinese automaker BYD, which has been promising to bring its cars to the U.S. for at least five years, now says that'll happen late next year, according to a story filed by Bloomberg News.

The Chinese car company -- U.S. investor Warren Buffett's Berkshire Hathaway bought 9.9% of it in 2009 -- had said it would be selling cars here by 2010.

"Back then, we had passion, but we had no brand, no history, no capital and no competitive advantage," Bloomberg quoted said Stella Li, senior vice president in charge of the company's U.S. business, as saying during an interview at BYD's headquarters in Shenzhen in China's southern Guangdong province.

"BYD has become more fashionable and we have improved our design and safety. We don't want to compete on price anymore, but on quality and innovation," she told Bloomberg.

    Weyerhaeuser (NYSE: WY): Some little-known Christmas tree facts: there are 25 million to 30 million sold in the U.S. every year, with about 350 million currently growing in the country. It takes an average of seven years to grow a Christmas tree to its proper height.

    Most Christmas tree farms are privately owned, but they need to get good seedlings from somewhere, so many turn to timber company Weyerhaeuser, which grows the most popular species—including balsam fir, Douglas fir, Scotch pine and white pine.

    Weyerhaeuser controls about 6 million acres of timberland, with about a third of that in the Pacific Northwest, which is America’s most prolific lumber-producing region thanks to its cool, damp climate and considerable rainfall.

    “The fact that it’s the largest timber producer in the Pacific Northwest makes Weyerhaeuser extremely attractive, because the company’s location gives it easy export access to China,” wrote Investing Daily analyst Benjamin Shepherd in a December 13 article. “This location also leaves it well-placed to pick up the supply slack created by lower production caps in Canada, which is typically a key Chinese supplier.”
